Dr. John E. Stapleford (Director) - Ph.D. in urban and regional economics (University of Delaware), M.A. in government and planning (Southern Illinois University) and B.S. in chemistry (Denison University), is director of the Center for Economic Policy and Analysis for the Caesar Rodney Institute and a professor emeritus of economic development from Eastern University. He most recently worked as an associate director and senior economist with Moody's Economy.com. He was Director of the Bureau of Economic Research at the University of Delaware and the co-founder of the Delaware Small Business Development Center. Following graduate school he was a research economist in the office of the Governor of New Jersey. He was a member of the Governor's Community Investment Task Force and the Mayor's Wilmington Economic and Financial Advisory Council. He has served as a member of a number of public service organizations including the Governor's General Motors Task Force, the Governor's Urban Community Revitalization Task Force, the Secretary of Finance's Indigent Health Care Working Group, the Labor Market Information Committee of the Delaware Private Industry Council, and the Project SelfSufficiency Task Force. Dr. Stapleford is a board member of the Nehemiah Gateway CDC, a founding member of the board of the Caesar Rodney Institute, a trustee emeritus of The Independence School, a former member of the Board of the Delaware Academy for Youth, the Board of the Methodist Action Program, and the Board of the Delaware First State Community Action Agency, and former President of the Board of Greater Wilmington Youth for Christ. He is author of a book, numerous articles in professional journals, and over one hundred applied research monographs. Organizations with whom Dr. Stapleford has been contracted include the U.S. Departments of Commerce and Labor; the Federal Highway Administration; the U.S. Small Business Administration; the Delaware Development Office; the Delaware Departments of Finance, Labor, Natural Resources and Environmental Control, and Transportation; the Governor's International Trade Council; Blue Cross/Blue Shield of Delaware; United Way of Delaware; the Delaware Contractors Association; the Pennsylvania Association of Nonprofit Organizations; and the Philadelphia Plan.
