David Small brings to Duffield’s clients and projects his more than 35 years of experience in project management, policy development and implementation, communications, government relations and executive management of a diverse 1000- person natural resources management and environmental regulatory agency.

Professional experience includes:

• Environmental Consulting – Management of Duffield’s Environmental Services team that provides clients with assistance on issues including wetlands and subaqueous lands permitting, monitoring and compliance with state and federal air, solid and hazardous waste and water programs and National Environmental Policy Act compliance.
• Executive Leadership, Regulatory and Natural Resource Program Management – Small served Secretary and Deputy Secretary of the Delaware Department of Natural Resources and Environmental Control for a combined 17 years and was responsible for leading and supporting statewide initiatives including Chairing the Cabinet Committee on Climate and Resiliency which developed a road map for Delaware’s 11 state agencies to prepare for the impacts of climate change. As Deputy he helped lead efforts to pass Delaware’s Universal Recycling legislation and supported development of the Climate Framework for Delaware that included 155 recommended actions that Delaware state agencies can use to protect public health, infrastructure, economy and natural resources under through adaptation, mitigation and flood avoidance.
