Kia L. Evans Department of Homeland Security, Federal Emergency Management Agency
Currently working in Philadelphia, Pennsylvania, as the External Affairs Specialist with the Federal Emergency Management Agency (FEMA), Region III, Incident Management Assistance Team (IMAT), Kia Evans is part of a 12 person team, capable of rapidly deploying to presidentially declared disasters to handle the oversight and management of catastrophic events. After Hurricane Maria struck Puerto Rico on September 20, 2017, Evans deployed to San Juan for 45 days, serving as the Lead Visual Imaging Manger, in the Joint Information Center. In this role, she was charged with managing all FEMA assets, as well as; the military assets assigned to FEMA, that were responsible for visually documenting recovery events. Prior to FEMA, Evans’s served as the Chief Communications Officer for Kent County Levy Court, Dover, Delaware. In her role with the County, she managed all aspects of public relations, and served as the point of contact for crisis communications with the Department of Homeland Security and the Kent County 911 Emergency Operations Center. Born in Philadelphia but reared in Milton, Delaware, Evans’s work in the field of public relations spans decades and includes interning with Walt Disney World, Orlando, Florida, working for Universal Studios, Orlando, Florida, Harrington Raceway and Casino, Harrington, Delaware, Delaware State University, Dover, Delaware and Cayman Airways, located in the British West Indies. Evans served a five year political appointment under the George W. Bush Administration as the Chief Spokesman for the Secure Border Initiative with U.S. Customs and Border Protection in Washington, D.C. A graduate of Florida Atlantic University, Boca Raton, Florida, with a BS in Communication, Evans is an active member of the Public Relations Society of America. She is the proud mother of two adult children.
