Rebecca Goldsmith is the Deputy Secretary of Finance and reports to Secretary of Finance, Rick Geisenberger. She was appointed in 2017 and is responsible for overseeing the Office of Research and Analysis, centralized services in IT, HR, and various other fiscal matters.  Having been with the Department of Finance for nearly 23 years she has served in a variety of senior management positions related to the Division of Revenue, the Office of Unclaimed Property, and the State Lottery.  Rebecca was the project manager for Nation’s first internet casino offering video lottery, poker, and table games which launched in 2013.  In 2018, she worked with the Advisory Panel to the Delaware Economic and Financial Advisory Council on Fiscal Controls which created the recommendations related to the budget benchmark and budget stabilization policies.  Most recently, she was the project manager for the 2022 Delaware Relief Rebate program, which issued over 782,000 Relief Rebates to adult Delawareans.
