As a member of the Delaware Commission on Early Education and the Economy, she was instrumental in championing passage of the $9 million budget by speaking to Delaware House and Senate Education Committees, petitioning leaders and writing an editorial. Founder and Chair of the William J. & Rev. Shirley M. Smith, Sr. Scholarship Fund, she led a team of volunteers to reaching 30 percent of the 5-year $100,000 goal in 11 months. The scholarship has awarded $15,000 in scholarships since 2010.
