As a member of the Delaware Commission on Early Education and the Economy, she was instrumental in championing passage of the $9 million budget by speaking to Delaware House and Senate Education Committees, petitioning leaders and writing an editorial. Founder and Chair of the William J. & Rev. Shirley M. Smith, Sr. Scholarship Fund, she led a team of volunteers to reaching 30 percent of the 5-year $100,000 goal in 11 months. The scholarship has awarded $15,000 in scholarships since 2010. In 2015, she was named the first Honorary Command Chief at Dover Air Force Base and was invited by Secretary of the US Air Force to attend the National Security Forum.
